{"id":5503,"date":"2020-05-26T15:41:35","date_gmt":"2020-05-26T05:41:35","guid":{"rendered":"http:\/\/subbuteoaustralia.com\/?p=5503"},"modified":"2020-05-26T16:52:41","modified_gmt":"2020-05-26T06:52:41","slug":"atfa-covid-19-update","status":"publish","type":"post","link":"https:\/\/subbuteoaustralia.com\/?p=5503","title":{"rendered":"ATFA COVID-19 Update"},"content":{"rendered":"<p>STATEMENT: TUESDAY, MAY 26, 2020<\/p>\n<p>Next week the remaining states not already at Step 2 will be moving to this step of the Federal Governments\u2019 <a href=\"https:\/\/www.health.gov.au\/resources\/publications\/3-step-framework-for-a-covidsafe-australia\">3-Step Framework for a COVIDSafe Australia<\/a>\u00a0.\u00a0\u00a0 <em>Sport and recreation<\/em> is one of the 10 elements of the Federal Government\u2019s Framework, and states the following at Step 2:<\/p>\n<ul>\n<li>Up to 20 people allowed to participate in outdoor sports consistent with the <a href=\"https:\/\/ais.gov.au\/__data\/assets\/pdf_file\/0006\/730374\/35845_AIS-Framework-for-Rebooting-Sport-Summary.pdf\">AIS Framework for Rebooting Sport<\/a><\/li>\n<li>Up to 20 people allowed to participate in all indoor sports, including gyms<\/li>\n<li>Need to maintain an average density of 4m2 per person<\/li>\n<\/ul>\n<p>Each State is implementing the 3 Steps in its own way and according to its own timeline depending on the State\u2019s individual circumstances.\u00a0\u00a0For any club or individual wishing to organise an event, it is essential that local State government guidance and regulations be consulted in each State for exact requirements and timelines.\u00a0 For example, one additional requirement in Victoria is that <a href=\"https:\/\/www.dhhs.vic.gov.au\/sport-and-exercise-restrictions-covid-19\">\u201cSport and exercise activities are only allowed if you can keep your distance (at least 1.5 metres apart) and they are not competitive\u201d.<\/a><\/p>\n<p>Community sport, such as Table Football, is considered in Step 3 of the 3-Step Framework for a COVIDSafe Australia as follows:<\/p>\n<ul>\n<li>Community sport expansion to be considered consistent with the AIS Framework for Rebooting Sport.<\/li>\n<\/ul>\n<p>The AIS Framework gives guidance on the measures required to return to community sport.\u00a0\u00a0A key requirement is to maintain social distancing of 1.5m wherever possible, even at Step 3.\u00a0\u00a0This is particularly problematic for Table Football.\u00a0\u00a0Combined with the activity being indoors (which is higher risk) and the duration of proximity in just one game typically exceeding the close contact definition of the Department of Health (15 minutes within 1.5m). \u00a0This makes the return to competition Table Football challenging, at best.<\/p>\n<p>ATFA is closely monitoring developments and the potential requirement for a COVID Safe Plan for Table Football with respect to operations under the control of ATFA.\u00a0 A COVID Safe Plan may be needed prior to the resumption of any ATFA affiliated events, i.e. events on the FISTF Calendar.\u00a0 The ATFA Committee are hopeful that work by the likes of the <a href=\"https:\/\/www.compps.com.au\/\">Coalition of Major Professional and Participation Sports (COMPPS)<\/a> may lead to the issue of a suitable COVID Safe Plan that covers a wide range of community sports and recreation such as ours.\u00a0 COMPPS seek to understand, advocate and educate for sport and sport related policy to provide the best policy landscape for Australian sport to thrive. \u00a0Last Friday 22<sup>nd<\/sup> May, COMPPS issued a <a href=\"https:\/\/www.compps.com.au\/docs\/COMPPS-Statement-Return-to-Community-Sports.pdf\">statement<\/a> on the return to participation in community sports.<\/p>\n<p>We appreciate some members may wish to receive more guidance from ATFA, but there is much to work through for the volunteers on the ATFA Committee.\u00a0 Most states are still developing requirements for the return to play for community sport and recreation.\u00a0 Examples are given below to illustrate the complexities faced by ATFA due to the variations across the nation.\u00a0\u00a0 This is current as at Tuesday 26<sup>th<\/sup> May 2020 in this constantly evolving regulatory environment:<\/p>\n<ul>\n<li>On Monday 25<sup>th<\/sup> May, Victoria announced the requirement for State sport associations to develop and <a href=\"https:\/\/sport.vic.gov.au\/our-work\/return-to-play\/return-to-play-for-community-sport-and-active-recreation?fbclid=IwAR1YH0oBPxKBEcAF-rhlgMT8Ti3qWbv-Z5n2nfo9dcgn2DfRIlZbqsAclLU\">submit to an expert panel a COVID Return to Play Plan<\/a>. VicSport has also released a <a href=\"https:\/\/vicsport.com.au\/blog\/3522\/covid-19-coronavirus-update-and-links\">Return to Sport checklist<\/a> that associations and clubs can use that sets out a range of essential business and operational actions recommended to undertake when considering a return to sport.\u00a0 \u00a0\u00a0\u00a0Victorian <a href=\"https:\/\/sport.vic.gov.au\/our-work\/return-to-play\/return-to-play-for-community-sport-and-active-recreation?fbclid=IwAR1YH0oBPxKBEcAF-rhlgMT8Ti3qWbv-Z5n2nfo9dcgn2DfRIlZbqsAclLU\">requirements<\/a> for community sport and recreation include the need to maintain physical distancing of 1.5m wherever reasonably possible, that no indoor activity may occur, and indoor recreation facilities must remain closed.\u00a0 From June 22 sport and exercise activities are only allowed if you can keep your distance (at least 1.5 metres apart) and they are not competitive.\u00a0 The Victorian Government has <a href=\"https:\/\/sport.vic.gov.au\/our-work\/return-to-play\/return-to-play-for-community-sport-and-active-recreation?fbclid=IwAR1YH0oBPxKBEcAF-rhlgMT8Ti3qWbv-Z5n2nfo9dcgn2DfRIlZbqsAclLU\">stated<\/a> that \u201cindoor sports and those with physical contact will take longer to roll out, because of the significantly increased risk of spreading coronavirus (COVID-19).\u201d<\/li>\n<li>NSW <a href=\"https:\/\/www.nsw.gov.au\/covid-19\/what-you-can-and-cant-do-under-rules\">requires<\/a> sports to maintain physical distancing of 1.5 metres between people, indoor sporting activities are not permitted, and indoor community or recreation facilities cannot open (specifically calling out table tennis centres as prohibited from opening). <a href=\"https:\/\/sport.nsw.gov.au\/novel-coronavirus-covid-19\">Evidence<\/a> of recent changes and exemptions appear to indicate the compliance to the 1.5m distancing as an ongoing requirement for all non-family members in NSW.\u00a0 Businesses such as gaming stores have been observed to be remaining closed to gaming, opening only for purchase of supplies.<\/li>\n<li>QLD has released some of the most <a href=\"https:\/\/www.covid19.qld.gov.au\/__data\/assets\/pdf_file\/0026\/127943\/return-to-play-guide.pdf\">comprehensive information<\/a> on their Return to Play <a href=\"https:\/\/www.covid19.qld.gov.au\/government-actions\/roadmap-to-easing-queenslands-restrictions\/sport\/restrictions\">plan<\/a>. This includes <a href=\"https:\/\/www.covid19.qld.gov.au\/government-actions\/roadmap-to-easing-queenslands-restrictions\/sport\/safe-plan\">checklists<\/a> and guides for <a href=\"https:\/\/www.covid19.qld.gov.au\/government-actions\/roadmap-to-easing-queenslands-restrictions\/sport\/clubs-organisations\">sporting clubs and organisations<\/a>.\u00a0 Presently in the state no indoor activity is permitted, except for pools (with restrictions to 10 people).\u00a0 Non-contact community sport is planned to commence on the 12<sup>th<\/sup> June provided there is 1.5 metres between people.\u00a0 Stage 3 is planned to commence from 10<sup>th<\/sup> July and maintains the stated requirement for 1.5 metres between people.<\/li>\n<li>Western Australia has eased restrictions to <a href=\"https:\/\/www.wa.gov.au\/organisation\/department-of-the-premier-and-cabinet\/covid-19-coronavirus-wa-roadmap#fitness-and-recreation\">Phase 2 of the WA Roadmap<\/a>. Physical distancing, good hygiene and the 4 square metre rule apply to all activities Phase 2.\u00a0 The WA Department of Local Government, Sport and Cultural Industries is yet to release updated information to supersede the <a href=\"https:\/\/www.dlgsc.wa.gov.au\/department\/news\/news-article\/2020\/05\/07\/community-sport-and-active-recreation-covid-19-factsheet\">fact sheet<\/a> issued on the 7<sup>th<\/sup> May which had additional requirements relating to community sport and active recreation including implications for shared equipment, physical distancing, and even activities in private residences.\u00a0 They are yet to announce specific details of Phase 3 or 4 of the WA Roadmap.\u00a0 Businesses with somewhat comparable risk, such as <a href=\"https:\/\/www.pbcentre.com.au\/\">Pot Black<\/a> , remain closed due to COVID-19.<\/li>\n<li>Tasmania has announced the state\u2019s Plan to <a href=\"https:\/\/coronavirus.tas.gov.au\/families-community\/sport-and-recreation\">Rebuild a Stronger Tasmania<\/a>.
